The New Castle City’s Tree Commission Meeting took place on June 4, 2007 at 5:30 p.m. in the City of New Castle’s Town Hall.
Members Present: Chip Patterson, Chairman
Susan Keyser, Co-Chairman
Erv Thatcher
Members Absent: Lillian Shue
Fran Peden
Mark Miller
Matt White
The meeting was called to order at 5:35 p.m. by the Chair. A quorum was not present; however, general discussion took place.
Mr. Clete Snavely, 1106 Washington, appeared before the Tree Commission to request removal of a tree limb that is close to his residence. It is believed the tree is a street tree and the Tree Commission will act accordingly.
REPORT OF COMMISSION MEMBERS
Susan Keyser – The trees for Spring planting that were ordered are in and should be planted this week. She talked to the vendor about four more trees; three for Mr. Hurd and one for Genevieve Miller. She was concerned about some of the trees that still have burlap tight around them; she requested the problem be fixed. The problem still exists and it was reported to the vendor who will inspect them. She is also concerned with trees that have bark scrapped off as a result of removal from the truck. She agrees with Messrs. Patterson and Thatcher that the elm tree near the flag pole needs to be removed. This was discussed at a previous meeting.
Mr. Thatcher suggested replacing with a small tree such as a cherry tree. (Discussion followed about type of tree to plant.) She spoke to Frank DiSabatino about mower damage to trees in Bull Hill and near the Roland house. There are several other major bruises that are beginning to add up. Mr. Thatcher informed that the staff is instructed how to avoid tree damage. (Discussion concerning ways to eliminate this problem followed.) One of the limbs on a maple tree needs to be pruned at 523 Cherry Street. Pruning is also needed on a tree in Bull Hill; it has a double leader. Ms. Keyser will take care of this pruning.
Erv Thatcher – The Anita Banks memorial tree was not planted in the location that he requested, but its current location will be fine. Mr. Thatcher suggested sending a letter to Father Fiore asking him to mulch the trees that we put in on Sixth Street.
He will be removing a Palonia tree that has died. (Discussion followed about whether or not to replace the tree and whether it is located on city or Trustee property. It was determined to be on Trustee property.)
CHAIRMAN’S REPORT
Mr. Patterson reported he has two memorial tree requests; Cathie Thomas requested one to be planted by Father’s Day along with a plaque. He informed Ms. Thomas that we don’t do plaques and this is not a good time of year to plant. We will be happy to plant in the Fall. Another request specifically requested a Fall planting.

(Discussion about watering of trees took place.) Ms. Thomas also contacted
Mr. Patterson about submitting an application for a grant for more trees at the entrance to New Castle at Dobbinsville. Mr. Patterson has been waiting for approval to move forward. Ms. Keyser asked for the status of pruning on The Strand and Third Street. Mr. Patterson provided a list to Bob Rizzardi and will check with him.
Tree Commission meetings for the months of July and August are being removed from the calendar.
ADJOURNMENT
