Tree Commission
Meeting Minutes


The New Castle City’s Tree Commission Meeting took place on January 7, 2008 at 5:30 p.m. in the City of New Castle’s Town Hall.

Members Present: Chip Patterson, Chairman
Fran Peden
Lillian Shue

Member Absent: Susan Keyser

Mark Miller

Matt White

The meeting was called to order at 5:30 p.m. by Mr. Patterson. A quorum is not present.

Mr. Patterson welcomed Henry Poole, Urban Forestry Coordinator, Delaware Forest Service. Mr. Poole offered his office’s assistance to the Tree Commission. He is inputting City of New Castle tree survey data into software that will provide reports that will quantify street trees (dollar amount on storm water value, how much carbon they remove from the atmosphere) that will give an idea of the benefits of the city’s urban forest. This will help with the development of a comprehensive urban forest management plan. His office is also encouraging all communities in Delaware to develop a tree canopy goal and provided details about the plan. He updated the group on diseases (bacterial leaf scorch, ash bore) affecting trees in our area.

Lengthy discussion followed about sidewalk issues as a result of tree roots. Mr. Poole will research the issue and report back to this body.

Mr. Poole would like to see a hazardous mitigation component in the city’s urban forest management plan. His agency is interested in determining the amount of marshland in our area and how it is managed.

REPORT OF COMMISSION MEMBERS

Fran Peden – No report.

Lillian Shue – The two cherry trees that were planted on West Fourth Street are growing in an odd manner. The branches are bending/intertwining. They may have been bundled too long.

CHAIRMAN’S REPORT

Mr. Patterson informed that Evelyn Johnson, 27 West Fifth Street, would like to be added to our next tree planting list.
