CITY OF NEW CASTLE TREE COMMISSION
TOWN HALL
MONDAY, OCTOBER 6, 2003

Board Minutes

  • Miller reported that at least 22 large or medium caliber trees were lost along the walkway during Hurricane Isabel.
  • Chip suggests that S. Forester wants us to submit more grants. Received two grants to remove and plant new trees along St. Peters and Dobbinsville. Bids have been made to cut Hawthorns down and prices are being solicited for planting.
  • Mr. Weldin attended a two day workshop on tree maintenance at the end of September.
  • Saphina on 2nd Street in front of Kramer’s house has illness (rot).
  • Tree in Bull Hill Park just disappeared. It was a replacement tree. There was not an authorization to cut it down or remove.
  • The 800 block of Clayton, along alley, we need to determine whether the tree is on public way, and if it is, the tree should be removed.
  • 4th Street has requested two additional trees. Share to cost with the Beautification Committee (project in Battery Park). Plan to identify trees chip referred then Trustees Park Committee. Susan asks that Kristen bring in a sample so we can see it and Susan would like to verify accuracy.
  • Quintin, taking care of trees along Route273. The new planting s are in poor shape. Chip State maintains the trees in questions.
  • Motion and all in favor, adopted unanimously, to draft letter to council to resolve problem with proposed lenders.
  • Chip reports on receipt of two stale grants. $3,000 for planting and $700 for removal. Working with Jim Weldin.
  • Losses from Hurricane Isabel not severe in general, but just along the walkway. Small loss in Battery Park.
  • Susan Keyser presented 1st of new plantings that will be supplemented with new plantings. Susan will update the list and fax to Jim Weldin who proposed order to reflect earlier discussion
  • Two trees cut down 9th and Young Street.
  • 4th Street requests two trees.
  • Susan will update the list concerning Tulip Poplar which will be replaced by Willow Oak (Coster Memorial).
  • Discussion that the City of New Castle would like to publish Board Minute proceedings of the Tree Commission on New Castle City’s website.
  • Discussion of Appleby letter on tree at 14th The Strand. Russ Carlson look at the damage. The condition continues to decline due to the Armarilla Root Disease (not Dutch Elm). Mr. Carlson is not optimistic about the tree. Rizzandi will trim limbs and recommend for removal. Susan would like an opinion and circumspection concerning the roots. How solid are they?
