The City of New Castle Finance and Human Resources Department consists of a full-time Manager, (1) Part-time HR Coordinator and (3) union personnel classified as Finance Specialist III, Secretary I and Secretary II. Together, these individuals comprise the “Finance and Administrative Team” and are responsible for the Mayor and Council administrative and scheduling functions, updating the City’s web page, the City's banking, the preparation and payment of bills, the collection of revenues (including property taxes), the overall maintenance of the City's financial, budgetary records, payroll and personnel operations including compliance with the AFSCME Union contract as signed on November 15, 2000.

 The department monitors the City budget and controls expenses by use of an in-house computer system. Through our Skyline software, we are able to track taxpayer payments, update ownership & address changes and convey land & building assessments without delays. Customized financial reports have been created and play an intricate part in running the City's 3 million dollar operating budget. The City is connected to the Internet, provides a web page and e-mail services to our departments.

 The City's fiscal year operates from July 1st through June 30th. The current property tax rate of 1.15 per $100. assessed property value was adopted on July 1, 2007. Property tax bills are mailed out in mid-July of each year. A 2% discount is available if payment is received by August 31st. During the month of September, the base tax amount is due. A 6% penalty is assessed on taxes paid in October, with an additional 1% per month accrued on all unpaid taxes.

 The City offers an Over-65 property tax exemption and a disability exemption. Both exemptions require certain income (Single $15,000. & Married $30,000. yearly) and residency requirements are met in order to qualify. Proof of disability is required. To arrange for an interview please contact Ms. Delaney directly @ 322-9811. Interviews can be scheduled at your convenience at 220 Delaware St., from January 15th - June 15th of each year. Upon approval, the exemption remains in effect indefinitely. However, the City does reserve the right to maintain updated files

Hours of operation at the Administrative Building located at 220 Delaware Street are Monday-Friday 8:30am – 4:30pm.
