HISTORIC AREA COMMISSION
Minutes of the February 20, 2003 meeting of the Historical Area Commission (HAC) held in the New Castle Town Hall at 2nd & Delaware Streets, New Castle, Delaware. Present at roll call were: Mr. Douglas Heckrotte Mrs. Sally Monigle Mrs. Mary Davis Mrs. Jane Miller- arriving late Mr. William Hentkowski Mrs. Deborah A. Pullan, taking minutes The Acting Chair, Mrs. Sally Monigle called the regular meeting of the Historic Area Commission for the City of New Castle to order at 4:40 p.m. and the roll was called. Old Application: M. Hemphill 114 The Strand Improvements: Revised plans Involved Parties: Mr. Hemphill Discussion: Mr. Hemphill: (presented a review) In September I came to the Committee with a concept. October went into a contract with Mr. Irion. You said to be sensitive with side yard setbacks. I went ahead blindly and designed a house that was going to out 27'. That was denied because of the setbacks. I asked where could I build? You said I could go out the front and go out the back. Mr. Heckrotte specifically said that I could all the way to the fence in the back. Then we did a re-design. This is the one the on 12/19/02 passed the concept but asked me to lower the front and shrink in the porch a bit. This is the new survey. It shows the fence measures 51.5'. One of the other things that came up was molding and chimneys. (He presented pictures of other homes in the area that has the same features that he wants). This the last of the design of the breezeway. The roof has come down. This is the floor plan of the house and this is the site plan. This much more scaled down than what we had originally proposed. Then I took an areal view. You were concerned with volume. This house is much drafted compared to the other houses next to it. Mrs. Monigle: Do we have a street scape or positioning of your house? Mr. Hemphill: Yes Mr. Heckrotte: It should be noted that if you look at Mr. Hemphill front elevation of his porch you are seeing the columns but also seeing the windows which are totally behind them. But if you look at the side elevation you can see that it is open, so it is not a huge glass and solid fixture. Mr. Hemphill: I ask that you consider fibreglass reproduction of trim and detail be considered. Mr. Heckrotte: When we see large scale drawings with the detail worked out, that would be the time to comment on details. I think that as far as the volume of the house and the fact it has exterior chimneys and a hip roof, I think we could vote on that. Action: Mr. Heckrotte: I move we vote on the application as submitted which is the approval of the concept of major additions to this house as described in drawing that we received today. We recommend that, as before, that further work be done to simplify the scale of things the size of things. We note during our discussions that we are in general not in favor of plastic trim on buildings. We will look at them where you propose them. We talked about the height of the retaining wall in the front and any efforts you take to reduce the apparent height of that wall will be welcomed. We talked about sloping the lawn to the wall down for drainage. We note that the sideyard setbacks are unchanged from the existing house. We note that the rear set back that we are recommending that you be allowed to apply for is 2 2 >. We notice that the front yard setback that you are asking for 17.9'. Disposition: Approved NEW APPLICATIONS: M. Stallard #4 The Strand Improvements: Remove and replace existing roofs. Involved Parties: Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with the exception the stucco of the chimneys. If the chimneys were stucco we will allow stucco, if they were brick we will approve their being reconstructed in brick. Disposition: Approved C. Cashman 133-135 E. 2nd St. Improvements: Remove and replace roofing on 2 bay windows. Involved Parties: Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that local members of HAC look at the roofs. Disposition: Approved K. Dunn #6 The Strand Improvements: Remove and either repoint brick or stucco again Involved Parties: Highland Construction Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that samples of pointing and brick be presented. If stucco is to be used we want to see sample of stucco. Disposition: Approved M. Hall 55 W. 4th St. Improvements: Repair stucco in rear. Spot point other sides. Replace 7 windows. Involved Parties: Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that windows be 6 over 6 on 2nd floor and 4 over 4 on 1st floor.
