Minutes of the March 20, 2003 meeting of the Historical Area Commission (HAC) held in the New Castle Town Hall at 2nd & Delaware Streets, New Castle, Delaware. Present at roll call were: Mr. Douglas Heckrotte Mrs. Sally Monigle Mrs. Mary Davis-arriving late Mrs. Jane Miller-Absent Mr. William Hentkowski Mrs. Deborah A. Pullan, taking minutes The Acting Chair, Mrs. Sally Monigle called the regular meeting of the Historic Area Commission for the City of New Castle to order at 4:50 p.m. and the roll was called. Old Application: NEW APPLICATIONS: J. Parker 43 W. 5th Street Improvements: Build a 2 story addition off rear of property. Involved Parties: Mr. Parker & Mr. DuPont (architect) Discussion: Mr. DuPont: There is an existing building off the rear which is going to be eliminated and the addition will go from the masonry section out 25' and wider than the existing. Mr. Heckrotte: How much space do you have behind the existing structure? Mr. Parker: About 72'. Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that the litany be followed. Disposition: Approved A. Hansen 49 The Strand Improvements: Replace patio doors on 2nd floor. Repair exterior door. Involved Parties: Ms. Hansen Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted. Disposition: Approved G. Kirk 118 E. 2nd Street Improvements: Replace porch roof Involved Parties: Ms. Kirk Discussion: Ms. Kirk: We would like to do this roof in cedar shingles. Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that shingles be wood shingles not wood shakes. Disposition: Approved P. Flannigan 166 E. 2nd Street Improvements: Build a 16x24' deck per plans attached. Involved Parties: Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted. with the suggestion that they consider a brick patio or a design where the deck is not visible from Chestnut Street. Disposition: Denied Ms. Davis: No, for the reasons stated in our motion Ms. Monigle: No, for the reason a modern wood deck visible from the street does not seem to be appropriate to the house. Mr. Hentkowski: No, for the same reasons Mr. Heckrotte: No, because decks are not in keeping with houses of this sort in the City. G. Velitskakis 234 E. 2nd Street Improvements: Demolish existing house Involved Parties: Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted. Approval of demolition of this house in no way binds us to approving the subdivision of this lot. Disposition: Approved T. Doering 410 Delaware Street Improvements: Replace concrete sidewalk with brick Involved Parties: Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted. Thompson 58 W. 4th Street Improvements: Build 18x20 addition Involved Parties: Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that the litany be followed and side windows be double hung windows. Disposition: Approved K. Neikirk 30 E. 4th Street Improvements: Replace shingles on small lower roof Involved Parties: Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that litany is followed and weathered wood blend color shingles are used. Disposition: Approved L. Emerick 40 W. 4th Street Improvements: Replace steps with brick. Install iron railing in front. Involved Parties: Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with proviso that brick steps will match and line up with 42 W. 4th St. The iron railing should match 42 W. 4th Street.
