Minutes of the April 10, 2002 meeting of the Historical Area Commission (HAC) held in the New Castle Town Hall at 2nd & Delaware Streets, New Castle, Delaware. Present at roll call were: Mr. Douglas Heckrotte Mrs. Sally Monigle Mrs. Mary Davis (arriving 6:10pm) Mrs. Jane Miller Mr. William Hentkowski Mrs. Deborah A. Pullan, taking minutes The Acting Chair, Mrs. Sally Monigle called the regular meeting of the Historic Area Commission for the City of New Castle to order at 5:00 p.m. and the roll was called. Old Application: New Applications: W. Barthell 72 W. 5th St. Improvements: Addition on back of house 15x10 per plans. Involved Parties: Mr. Barthell Discussion: Mr. Barthell: I am trying to match exactly what is already there, to make it appear that it was part of the original house. Action: Mr. Heckrotte: I move we vote on the application as submitted. Disposition: Approved J. Mariner 106 E. 3rd St. Improvements: Renovate and join at rear two small houses into one. Construct 16x7 two story connector between existing rear wooden sections. McDonald 416 Delaware St. Improvements: Remove and replace brick sidewalk in kind. Chimney discussion. Trim on front door. Trim on front door to be restored to the way it was, we understand a cove molding. The joint between the door frame and the brick should be restored with molding that is matching or similar to the remaining molding up by the transom and the rope molding on the transom bar and the baseboard type molding be removed so the door is restored. We will discuss the replacement of the chimneys and roofing at a later time. Disposition: Approved Jefferson House #5 The Strand Improvements: Remove existing exterior door. Repair aluminum siding on a temporary basis. The door will be all wood and painted either true divided lights or glued on muttons. Disposition: Approved T. Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that the landscaping with respect to asphalt and grass is fine, with the proviso that if the shed does not screen the fuel tanks that a fence will be erected that will screen the fuel tanks. That the fuel tanks themselves may stay. That the shed itself may stay if it is redecorated to look like one of our pictures in our collection of photographs which includes wood windows, siding, roof shingles. Sixty day time limit on shed modification. Disposition: Approved J. Fulton 184 E. 4th St. Improvements: Proposed subdivision of property. Involved Parties: Mr. Wijkowski Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that Lot #2 side yard setback on 4th St. side increased (S.E. direction) to 20’; thereby Lot #1 rear yard setback will be decreased by 10’ to 36.16’. Lot #2 side yard setback to be increased from 20’ to 30’ in a N.W. direction toward 5th St. Disposition: Approved D.
