Minutes of the May 9, 2002 meeting of the Historical Area Commission (HAC) held in the New Castle Town Hall at 2nd & Delaware Streets, New Castle, Delaware. Present at roll call were: Mr. Douglas Heckrotte Mrs. Sally Monigle Mrs. Mary Davis Mrs. Jane Miller Mr. William Hentkowski (arrived at approx. 5:20) Mrs. Deborah A. Pullan, taking minutes The Acting Chair, Mrs. Sally Monigle called the regular meeting of the Historic Area Commission for the City of New Castle to order at 4:45 p.m. and the roll was called. OLD APPLICATIONS: NEW APPLICATIONS: G. Kirk 118 E. 2nd Street Improvements: Re-do front concrete sidewalk with brick. Build brick walls on other side of steps. Retaining wall between 118 & 120 repaired. S.E. corner porch column to be reinforced. Involved Parties: Mrs. Kirk Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted. Disposition: Approved J. Minshall 122/124 Delaware St. Improvements: Build porch per specs attached. Involved Parties: Mr. Minshall Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that the litany is followed and wood either stained or painted. Disposition: Approved C. Seitz 55 The Strand Improvements: Replace 3 sliding windows on 2nd floor. Replace picture window on 1st floor. Install 2 exterior lights. Involved Parties: Mr. Seitz Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that 2nd floor windows will be 6 over 6 rather than 8 over 8. Disposition: Approved B. Haley 308 Chestnut St. Improvements: Demolition of structure Involved Parties: Discussion: Mr. Heckrotte: For the record I will note that we have a 1890’s wood frame house with asbestos siding on it and it has most of it’s original detail on it. It has fish scale shingles, a pair of bay windows; it has 2 over 2 windows with antique glass. It is a house that needs a little help but it is a house which is essentially complete and restorable it part of the original fabric of the town and it is what we are here to preserve. Action: Mr. Heckrotte: I move we vote on the application as submitted. Mr. Heckrotte: No, for all the reasons I stated before. Mrs. Miller: No, for the same reasons Mrs. Davis: No for the same reasons Mrs. Monigle: No, for the same reasons Disposition: Denied S. DiLouie 17 W. 3rd St. Improvements: Install fence around rear yard. Install french doors off second floor at rear of house. Involved Parties: Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted. Disposition: Approved J. Webb 124 E. 4th St. Improvements: Replace roof. Replace current wood landing and shutters. Involved Parties: Discussion: Action: Mr. Heckrotte: I move we vote on the application as submitted with the proviso that choice of shutters be approved by HAC members. Victorian shutters on 1st floor and blinds on 2nd floor. Roof is approved with proviso that the litany be followed. Disposition: Approved S.
