HISTORIC AREA COMMISSION
Minutes of the January 29, 2003 special meeting of the Historical Area Commission (HAC) held in the New Castle Town Hall at 2nd & Delaware Streets, New Castle, Delaware. Present at roll call were: Mr. Douglas Heckrotte Mrs. Sally Monigle Mrs. Mary Davis Mrs. Jane Miller - arriving 5:10 p.m. Mr. William Hentkowski Mrs. Deborah A. Pullan, taking minutes The Acting Chair, Mrs. Sally Monigle called the special meeting of the Historic Area Commission for the City of New Castle to order at 4:45 p.m. and the roll was called. Old Application: M. Hemphill 114 The Strand Improvements: Revised plans and rear yard set back approval. Involved Parties: Mr. Hemphill, Michael Looney (architect), Chuck Gruver (attorney) Discussion: Mr. Hemphill: The survey was not completed, there are some discrepancies. The breeze-way height to the garage was brought down. The porch has come in 9 less feet. Action: Mr. Heckrotte: I move we vote on the application as submitted which is for an addition to front of the existing structure to extend 25' from the current front porch or 34' from the existing brick front. Disposition: Mr. Miller: Yes Mr. Hentkowski: No, I would like to see a 30' setback in the front. Mrs. Davis: Yes Mrs. Monigle: No, I would like to see an additional front yard setback of approximately 5'. Mr. Heckrotte: No, Until I see a perspective that includes both buildings. Disposition: TABLED Action: Mr. Heckrotte: I move that we recommend minimum rear yard set back between the new construction and nearest point of the property line (Bacon=s property) is 2 2>. Disposition: Approved Mr. Heckrotte: For the record that the envelope for what is along Plum Alley is a working point, which is defined as exterior face of the wall and roof intersection as being no higher that 10' off the first floor of the existing house.
